It’s easy to install Scratch 2 locally on your machine:
1) Install Adobe Air: If you don’t already have it, download and install the latest Adobe AIR. *
2) Install Scratch offline editor: Download and launch the Scratch 2.0 installer. For Windows, here’s a direct link and here’s a cached copy.
